The purpose of this section is to make sure that any cardholder access activity is properly logged into audit trails and there accessible for regular reviews. Attackers can hijack existing users accounts or create new accounts to access cardholder data and therefore it’s critical to be able to have visibility into their actions. Section 10.3 also specifies that user ID, type of event, timestamp, status, origination and entity names have to be included in the audit trials.
